Operations Manager

The Department of Public Works provides high quality services to all of the Town of Burlington. The DPW is made up of six divisions including Administration, Buildings and Cemeteries, Central Maintenance, Engineering, Highway, and Water and Sewer.  With its 65 full-time, 1 part-time, and 9 seasonal employees, the department maintains the Town’s roadway, drainage, water, sewer, street lights, traffic lights, buildings and cemetery infrastructure.  In addition, the department provides daily services such as water, sanitary sewer, trash pick-up and winter maintenance operations.  We are seeking a strong, strategic leader to oversee the day to day operations of the Water and Sewer, Buildings and Cemeteries, Central Maintenance and Highway divisions of the department.

Essential functions include, but are not limited to:
  • Plan, organize, direct, control and monitor the policies, priorities and work programs of the divisions
  • Develop and oversee division budgets and financial resources
  • Oversee weekly payroll, overtime and distribution of time off
  • Oversee operations of the construction, reconstruction, maintenance, cleaning and repair of the Town’s critical infrastructure relating to buildings, cemeteries, roadways, sidewalks, traffic systems, water and sewer, motor vehicle equipment and storm drainage systems
  • Manage the use of resources to maintain the Town’s public rights of way in a state of good repair and safe passage
  • Manage and oversee the Town’s winter storm operations;  extended hours for winter storms and emergency events required
Minimum qualifications include
  • Bachelor’s Degree in engineering, business, public administration, or related field
  • Minimum 10 years of responsible municipal experience, 5 of which in senior management
  • Conversant and knowledgeable of DPW practices and procedures
  • Excellent administrative, management, organizational, communication, and customer service skills
  • Valid driver’s license
  • Registered as a Licensed Professional Engineer in the State of Massachusetts is desirable but not required
This is a non-union position.  Salary is within Grade 15, of the Administrative & Professional Compensation Plan, offering annual increases via step system.  Pay range starts at $92,090 with the opportunity to advance to a max rate of $125,566.  Starting rate is competitive and dependent upon experience, and includes comprehensive and generous benefits.
